Minister of Finance, Mthuli Ncube, says next year, the government will prioritise the enactment and operationalisation of the Climate Change Management Bill, which is a critical step towards strengthening the country’s legal and institutional framework for responding to climate change. Presenting the 2026 National Budget to Parliament, Ncube said this will provide a legal foundation for coordinated climate action and inter-agency coordination and oversight in the full implementation of the National Adaptation Plan and NDC3.0.He added that the government will prioritise strengthening the institutional capacity of the Zimbabwe Carbon Markets Authority, which is essential for effective governance, oversight and regulation of the national carbon market. “This will attract results-based climate finance and enable the country to participate meaningfully in global carbon markets,” Ncube said.He highlighted that the government will start implementing the Third National Biodiversity Strategy and Action Plan and finalise the Zimbabwe Parks and Wildlife Bill to strengthen conservation efforts and ensure sustainable management of the country’s natural resources in 2026.
